Dated by the reference to JW's students: the Académie Carmen in Paris opened early in October 1899 and closed, due to JW's ill health, early in 1901. JW visited it irregularly. It is not known is MacColl visited it, or whether he was given this information on JW's palette by JW or a student (the paper has a 'LONDON' watermark, but this is hardly conclusive). The colours are written in pencil, the note in the centre, in ink, suggesting it was added later.
