William H. Borrow was a London marine painter.
Borrow exhibited at the Royal Academy from 1863-1890 and at the Royal Society of British Artists and the British Institution. His chief subjects were coastal scenes of Devon and Cornwall. He is referred to in Whistler's correspondence in 1895.
