Williams was a Chelsea tradesman. He is noted in the Post Office Directory as a 'cowkeeper'.

Life:

He was one of the many local Chelsea tradesmen to whom Whistler owed money, in the period up to his bankruptcy in 1879. Williams lived in Beaufort Street, off the King's Road in Chelsea.
