Frank Mewburn was a solicitor and collector. In 1881 Mewburn was unmarried and living in Darlington with his ninety year old mother Elizabeth, and his two sisters, Elizabeth and Emily. In 1884 Francis and Elizabeth Mewburn were listed as still living at the same address - Larchfield, Coniscliffe Road, Darlington.
Mewburn was a friend and client of Beatrix and Edward W. Godwin in the mid 1870s. He may have met JW through Godwin. Like JW, he knew Charles Augustus Howell and later became disenchanted with him (#09529).
