Dear Sir, -

Matters of much importance have prevented my acknowledging before now my your letter of the 19th inst.

Pray present my compliments to the gentlemen of the Committee and convey to them my regret at the any want of clearness which in my first last letter[4] which shall have shall have given them the trouble to refer rise to any difficulty again to what I had thought had been answered

Which shall[5] have given rise to any the difficulty they have experienced in understanding my answer to their question[.]

I said Whereas I had written "I[t] gives me pleasure also to assure [p. 2] you that I was as much surprised as the committee could have been by the notice taken of the affair in the "Independeance [sic] Belge[6]" with which Journal I need not say I have no relation whatever of any sort," and believed that I had exhausted the subject I begin to perceive and so supposed I had exhausted the subject, I now perceive that I may have offended by over delicacy of method, so that and instead of continuing which with which journal I need not say I have no relation whatever of any sort" I ought to have emphatically stated that I [would?] indeed say I have no relation whatever
